Petitions for requisitions to the Governor, 1867-1949.

Petitions for the issuance of requests for the return of fugitives who fled outside Illinois' jurisdiction were submitted by state's attorneys to the Governor. Each requisition petition entry includes name and aliases of fugitive; date and description of crime; Illinois county and municipality where crime was committted; legal instrument on which charge was based; date fugitive fled from Illinois; state and county to which fugitive fled; grounds for belief that the fugitive was in said state; name and address of messenger to whom fugitive was to be delivered; and state's attorney's signature. For criminals who escaped confinement or violated their parole entries also include inmate prison number; court in which trial was held; term of sentence; conviction, penitentiary entry, parole, and parole violation dates. Endorsement by the Governor issuing requistion usually is written on petition. Petitions generally are accompanied by certified copies of bills of indictment, affidavits, criminal complaints, warrants for arrest, and other documents which provide petition verification. For parole violators, certified copies of parole orders and agreements; arrest orders and Illinois statute upon which the charge against the fugitive is based (1921-) are frequently included.
